The land for Foxborough Park and Conservation Area consisted of two lots deeded to the City by the Northland Mortgage Company as their park dedication contribution for the Foxborough development. The land ownership was conveyed in 1980 at the time of final plat.
In 2021, extensive channel restoration to North Creek that traverses along the park and through the conservation area began. The project reconnected the wetland to the floodplain and will mitigate flooding and erosion in the future. The project was funded in part by the Watershed Based Implementation Grant program through the Vermillion Watershed.
With funding provided through the 2021 Park Bond Referendum, the basketball court was resurfaced in 2022. In early 2024, the playground equipment was replaced at a total cost of $96,328 paid for through the Park Improvement Fund.

What Are Park Dedication Funds?
The Park Dedication Fund is sustained through required Park Dedication Fees that developers must contribute at the completion of a new development. The required fees can be satisfied through a cash contribution, land dedication or a combination of both in some for instances. If a park space is not planned for a new development, the fees are collected in cash that can be utilized for new park construction and/or limited improvements.
