How Utility Rates Are Calculated

Utility rate increases are considered by the City Council in October of each year as part of the annual budget process. A public hearing is then held in December, which allows City Council to receive feedback from customers regarding the proposed rate changes. Any rate changes are approved by the City Council in December for the following calendar year.

All revenues from customers are used to cover costs incurred by the City in providing the utility services. The water rates cover the cost of operating the City’s water system, including water treatment, water meter replacements and well rehabilitation. The water rates also pay for construction costs associated with replacing or upgrading aging utilities infrastructure and related debt payments.

The City Council will be considering changes to the City Fee Schedule at the following public meetings:

  • October 23, 2023 – Council Work Session
  • December 4, 2023 – Council Meeting

The discussion includes fees for utility services (water, sewer, environmental resources, streetlights), recreation programs, development, etc. Go to the City Council's webpage to see the specific meeting agenda packet for more information.
